Skills and Atmanirbhar Bharat Abhiyan – An Incisive and Inclusive Vision
Atmanirbharta or Self-reliance has been at the heart of India's strive toward dispelling the dark clouds of gloom right from the days of the Swadeshi Movement. It is no surprise, therefore, that Atmanirbhar Bharat has become a vision of Narendra Modi on which rests the pivot to propel the critical state of the pandemic-induced economy. However, the two aims of reviving the fissured economy and insulating India from any major global economic turndown, with which Atmanirbhar Bharat Abhiyan was initiated, won't be met without the proper nurturing and upgrading of the skills of its workforce. The first step towards realizing that goal can be to incentivize innovation, research, and development to keep India ahead and abreast with the latest trends in the manufacturing industry. These can be carried out by transforming the existing training institutes into leading innovation hubs and establishing new institutions of research through partnerships with global stalwarts of the area. The NASA- ISRO collaboration, the successful joint venture for Covid-19 vaccines, etc. can serve as inspiring examples. During the lockdown, we have seen stories of traditional artisans and their art, innovators, and innovations. What we need right now is respect for these seemingly insignificant trades and skills and to identify and utilize the indigeneity of such works and allow them to gain their deserved value in monetary terms. The Industrial Training Institutes all over the country can be amalgamated with the government colleges in the respective districts which will go a long way in developing the infrastructure and the variety of skills that are being taught. While youths should be encouraged to take up these courses, there should not be any age limit as being above a certain age should not become a deterrent to self-improvement and job opportunities. The pandemic has to be seen as an opportunity to upgrade knowledge and acquire new skills and hence the virtual mode of learning with increased emphasis in rural areas is the need of the future. The vision for a skilled Atmanirbhar Bharat while embracing the digital technology-driven job market should not compromise on the huge demand that prevails for traditional and organic produces. At the same time, it should also seriously keep an eye on the environmental and economic ramifications for the model of a self-reliant India should lie in an idea of progress that is sustainable and equitable to all
